[사건의내막 / 문홍철 기자] = 정부가 급변하는 글로벌 에너지 시장 선점을 통해 글로벌 원자력 최강국으로 도약하기 위한 중장기 정책 방향과 실행 전략 마련을 본격적으로 추진한다.
과학기술정보통신부는 오는 19일 오송 H호텔 세종시티에서 '제7차 원자력진흥 종합계획(2027~2031년)' 수립 착수회의를 개최했다고 전했다.
'원자력진흥 종합계획'은 원자력진흥법 제9조에 따라 미래사회 전망과 원자력 이용개발 환경 분석을 토대로 일관적이고 체계적인 '국가 원자력 정책 추진'을 위해 지난 1997년부터 5년마다 수립·이행해 온 원자력분야 최고 법정계획이다.
그동안 6차에 걸친 종합계획을 추진해 안정적인 전력 공급을 통한 국가 산업경쟁력 제고와 기술자립을 통한 한국형 원전 수출 및 안전 관련 국민의 수용성 확산 등 다양한 성과를 거뒀다.
최근 전 세계 기후변화에 따른 탄소중립 적용과 함께 인공지능(AI) 확산에 따른 전력수요 급증, 에너지 안보위기 고조 등으로 친환경 에너지원으로서의 원자력 중요성이 갈수록 확대하고 있다.

소형모듈원자로(SMR) 등 차세대 원자력 분야의 혁신기술 개발과 글로벌 시장을 선점하기 위한 국가별 경쟁이 심화되는 시점에서 이번 7차 종합계획 수립은 한국이 향후 원자력 최강국으로 도약하기 위한 체계적인 비전을 제시할 수 있을 것이라고 기대한다.
이번 착수회의를 통해 출범하는 종합계획 수립 위원회는 유관부처와 산·학·연 전문가 90여 명으로 구성된다. 총괄조정위원회를 중심으로 초혁신 성장, 국민 안심, 융합 확산, 기반 강화 등 4개 분과위원회와 정책소통위원회 운영을 통해 종합계획 핵심 전략과 중점 추진과제를 마련할 예정이다.
먼저, 초혁신 성장 분야에서는 SMR 혁신기술 확보와 2030년 민간 주도 사업화 체계 구축을 목표로 민관이 공동 참여하는 메가 프로젝트를 추진하고, SMR 글로벌 시장 진출을 위한 정부 지원체계를 구축한다.
AI 기술과 SMR의 융합을 통해 글로벌 경쟁우위를 확보하기 위한 방안을 마련할 예정이다.
국민 안심 분야에서는 가동 중인 원전의 혁신 안전기술 확보와 탄력운전, 청정수소 생산 등 원전 활용 범위를 확장하고, 원전 전주기 안전에 필수적인 설계·기술 요건 및 현장 데이터 등을 종합 관리하기 위한 플랫폼을 구축한다.
고준위 및 중저준위 방사성폐기물의 운반·저장·처분 등 전주기 최적화 등을 통해 미래 세대가 안심할 수 있는 정책 방안을 마련할 계획이다.
또 융합 확산 분야에서는 방사선 강점기술을 이용한 탄소중립 공정기술 개발로 국가 전략산업으로서의 방사선 이용기술을 확보하고, 환경오염·초고령화·식량안보 등 국민 생활에 직결되는 방사선 기술의 상용화와 글로벌 시장 선도형 산업육성을 지원하는 방안을 마련한다.
이와 함기반 강화 분야에서는 원자력 기초연구 지원 및 전문인력 양성 확대를 통한 미래 핵심인재 확보 기반을 마련한다. 국제기구·다자협의체가 주도하는 이니셔티브 참여 등 글로벌 리더십 강화를 위한 국제협력 활동을 확대하며 원전 산업생태계 육성을 위한 제도와 인프라를 구축, 강화하는 방안을 마련할 계획이다.
과기정통부는 위원회별 깊은 논의를 거쳐 종합계획 초안을 마련하고 다양한 소통 채널과 공청회 등으로 국민의 의견을 폭넓게 수렴해 내용을 보완한 뒤 원자력진흥위원회 심의를 거쳐 연내 종합계획을 확정할 계획이다.
오대현 과기정통부 미래전략기술정책관은 "이번 제7차 원자력진흥종합계획 수립은 우리나라 원자력이 기술 자립을 넘어 세계 시장을 주도하는 전환점이 될 것"이라며 "원자력이 국가 경제에 활력을 불어넣고 국민의 삶을 든든하게 뒷받침할 수 있는 체계적인 전략을 수립하겠다"고 말했다.

The Ministry of Science and ICT announced that it held a kick-off meeting for the formulation of the '7th Comprehensive Plan for Nuclear Energy Promotion (2027–2031)' on the 19th at the H Hotel Sejong City in Osong.
The 'Comprehensive Plan for Nuclear Energy Promotion' is the highest statutory plan in the nuclear sector, established and implemented every five years since 1997 in accordance with Article 9 of the Nuclear Energy Promotion Act to promote consistent and systematic 'national nuclear policy' based on future societal outlooks and an analysis of the environment for nuclear energy utilization and development. Through the implementation of six comprehensive plans so far, various achievements have been made, including enhancing national industrial competitiveness through stable power supply, exporting Korean-type nuclear power plants through technological self-reliance, and expanding public acceptance regarding safety.

We plan to develop policy measures that ensure the safety of future generations by optimizing the entire lifecycle of high- and low-to-intermediate radioactive waste, including transportation, storage, and disposal.
Furthermore, in the field of convergence diffusion, we will secure radiation utilization technology as a national strategic industry by developing carbon-neutral process technologies utilizing radiation strengths. We will also devise measures to support the commercialization of radiation technologies directly impacting public life—such as environmental pollution, super-aging, and food security—and to foster industries that lead the global market. In the area of strengthening the nuclear foundation, the plan establishes a basis for securing future core talent by expanding support for basic nuclear research and the training of specialized personnel. It also plans to expand international cooperation activities to strengthen global leadership, such as participating in initiatives led by international organizations and multilateral bodies, and to devise measures to build and strengthen systems and infrastructure for fostering the nuclear power industry ecosystem.
The Ministry of Science and ICT plans to finalize the comprehensive plan within the year following deliberation by the Nuclear Energy Promotion Committee.
