[사건의내막 / 문홍철 기자] = 정부가 인공지능(AI) 데이터센터과 전력망 등 신사업에 민간투자를 도입하는 방안을 추진한다. 이 과정에서 일반 국민이 참여하는 인프라펀드 조성 등을 통해 향후 5년간 100조 원 수준의 민간투자 사업을 발굴한다는 계획이다.
기획예산처는 11일 임기근 장관 직무대행 차관 주재로 제2차 민간투자사업심의위원회를 열어 민간투자 활성화 방안과 민간투자사업기본계획 개정(안)을 심의·의결했다고 밝혔다.
정부는 1994년 민간투자(민자) 제도를 도입한 이후 30년 동안 872개 사업, 154조 원 규모의 민자사업을 추진해 사회기반시설을 조기에 효율적으로 공급했다.
AI, 에너지 등 신산업분야의 투자수요 증가, 국민생활·안전 증진을 위한 노후시설의 성능개선 요구 급증 등에 대응하기 위해서는 재정·민간투자 병행이 필수다.
이번 대책은 도로·철도 등 편중된 민자시설의 다양화, 국민참여 확대, 지방의 민자사업 활성화 및 민자사업의 안전 강화, 절차 단축 등 사업추진 여건 개선에 초점을 맞춰 4대 분야 20개 과제를 마련했다.
전통적 SOC에서 벗어나 신산업에 민간투자방식을 적용하는 등 민간투자의 패러다임 전환으로 경제성장, 국민참여 확대, 지방의 민자 활성화, 국민 안전을 뒷받침할 계획이다.

기획처는 먼저, AI데이터센터·전력망 등 신사업에 민자를 도입하고 운영형 민자, 대상지 공모형 등 신유형 사업방식을 활성화해 민자영역을 확장, 경제성장을 뒷받침할 계획이다.
시설이 결합된 소프트웨어(SW)사업을 민자로 추진할 수 있는 근거 신설과 사업모델 마련 등을 거쳐 AI데이터센터를 민자로 추진하고, 국가기간 전력망 확충 특별법 개정을 토대로 전력망 구축에 민간자본을 활용한다.
아울러 단순운영형 민자 유형을 신설하는 등 향후 노후 사회기반시설의 급증에 대응해 운영형 민자를 확대한다.
기획처는 이어서, 국민참여로 국민과 민자사업 이익을 공유하고, 생활 SOC 활성화 등으로 국민생활 편익을 증진한다.
특히 위험부담 없이 민자사업의 수익을 공유하는 국민참여 공모 인프라펀드를 도입하고, 세제혜택·회계처리기준 마련 등으로 공모 인프라펀드 활성화를 추진한다.
