Choo Mi-ae: “Taeum is not education, but clear workplace harassment. I will root it out.”
Gyeonggi Governor Choo Mi-ae issues three directives to create a ‘fair’ working environment.
[The Smell of the Incident / Reporter Moon Hong-cheol] = Gyeonggi Governor Choo Mi-ae expressed her sorrow regarding the recent death of a nurse at a hospital in Gwangju who had complained of workplace harassment. She has set out to prepare countermeasures to create a fair working environment, including a fact-finding investigation at Gyeonggi Medical Center and the establishment of a dedicated organization for local labor inspectors.
On the 3rd, Governor Choo stated, “Ensuring that no one in the workplace endures harassment and injustice alone is the value of fairness for the 9th popularly elected administration of Gyeonggi Province,” and instructed medical and labor-related departments to implement measures regarding this.
Governor Choo emphasized, “‘Taeum’ is not education. It is clear workplace harassment that uses hierarchy to silence people and repeatedly insults and excludes them.” She added, “Fairness must not be a means for the powerful, but a standard where those in weak positions can speak out against injustice and receive protection.”
At the same time, Governor Chu issued three directives to relevant departments, including the Medical Resources Division and the Labor Rights Division.
First, he ordered a comprehensive inspection of the actual state of workplace harassment at the six hospitals under the Gyeonggi Provincial Medical Center. The plan is to identify hidden issues through anonymous opinion gathering and on-site interviews, and to immediately rectify any wrongful practices.
Second, he instructed that support for the protection of workers' rights be provided more comprehensively through Gyeonggi Province's approximately 120 "Village Labor Attorneys." Village Labor Attorneys are professional labor consultants who provide free consultations to residents and workers facing difficulties regarding wage arrears, employment contracts, unfair dismissal, industrial accidents, and workplace harassment. The province plans to actively promote the system so that assistance can be received locally via telephone, online, and appointment-based consultations, and to ensure its proper utilization in the field.
Third, he ordered the seamless establishment of a dedicated organization of 562 Gyeonggi Provincial Labor Inspectors. The province has begun the open recruitment process for labor inspectors and plans to commence on-site labor inspections starting in the first half of 2027, following job training by the Ministry of Employment and Labor and the designation process for judicial police officers.
In addition, the province intends to prioritize inspections of small workplaces with fewer than 30 employees and vulnerable labor sites, aiming to prevent the recurrence of wage arrears, unfair working conditions, violations of industrial safety standards, as well as workplace harassment and infringements of labor rights.
Governor Choo Mi-ae emphasized, “I will create a Gyeonggi Province where working people do not lose their dignity and where those who speak out against injustice are protected,” adding, “I will root out ‘taeeum’ (workplace bullying) and workplace harassment. I will establish a fair working environment starting from the field.”
