Ministry of National Defense Proposes 'Military Authorities Talks' to North Korea… Aimed at Verifying the Military Demarcation Line

Kim Hong-chul, Deputy Minister for Defense Policy, Issues Official Statement

Proposals Include Restoring Military Communication Lines and Preventing Accidental Clashes in Border Areas

[The Inside Story / Reporter Moon Hong-cherl] = The Ministry of National Defense has proposed holding military authorities talks with North Korea to verify the location of the Military Demarcation Line (MDL).

In an official statement released on the 23rd, Kim Hong-chul, Deputy Minister for Defense Policy at the Ministry of National Defense, announced: "We officially propose to the North Korean authorities that we hold inter-Korean military talks to mutually verify the precise location of the ground-based Military Demarcation Line, discuss the restoration of military communication lines, and deliberate on measures to prevent accidental clashes in the border regions."

"For the past several years, our Ministry of National Defense has been closely monitoring the North Korean military’s activities near the Military Demarcation Line—including the construction of tactical roads and barbed-wire fences, the laying of landmines, and instances where they have encroached across the Military Demarcation Line," Kim stated. "Last November, we proposed inter-Korean military talks to resolve differences in how each side perceives the location of the Military Demarcation Line, but the North has yet to respond."

He further noted, "On September 21, South Korean soldiers were injured following a landmine explosion during a search operation within the Demilitarized Zone (DMZ)," adding, "An investigation confirmed that the incident was linked to landmines planted by the North Korean side in an area south of the Military Demarcation Line." Director Kim emphasized, "Given the reality of the military standoff along the inter-Korean Military Demarcation Line (MDL), it is difficult to predict what might unfold if this situation is left unaddressed. Without special measures, soldiers will continue to operate based on their own individual interpretations of their positions, which increases the risk of accidental clashes."

He added, "The recent increase in North Korean activities near the MDL, as well as the warning broadcasts and warning shots issued by our side, are not unrelated to this situation."

Proposing military-to-military talks, Director Kim stated, "If necessary, a three-party dialogue—including the United Nations Command—is also an option."

He concluded by saying, "Specific details, such as the schedule and venue, can be discussed via the communication channel at Panmunjom," and added, "I look forward to a positive response from the North."
