한-EU 항공사, 승객예약자료 상호 공유…아시아 국가 '최초'

EU와 승객예약자료 입수 협정을 체결한 것은 아시아 국가 중 최초다. 미국·캐나다·호주 등 일부 국가만이 EU와 유사한 협정을 체결하고 있는 만큼, 이번 성과는 한국이 선진국 수준의 초국가 범죄 대응체계를 구축했음을 보여준다고 관세청을 설명했다.

 

승객예약자료(PNR, Passenger Name Record)는 여행자가 항공권을 예약하고 발권하는 과정에서 만들어지는 정보로, 국경 단계에서 우범 여행자를 미리 선별하고 검사하는 데 필수 자료다.

현재 미국·EU·호주·일본 등 60개국이 승객예약자료를 활용해 마약·테러 등 중대범죄에 대응하고 있으며, 한국도 지난 2006년부터 국내에 취항하는 92개 항공사로부터 승객예약자료를 입수하고 있다.

 

다만 EU의 경우 개인정보보호 규정에 따라 별도의 협정을 체결한 국가에만 소속 항공사의 승객예약자료 제출을 허용하고 있어 한국은 EU 국적 항공사로부터 승객예약자료를 확보하는 데 어려움이 있었다.

 

관세청은 EU 집행위원회, 주한 EU 대사관 등과 지속해서 협의해 지난해 협정 체결을 위한 협상 개시에 합의했다. 이후 여러 차례의 협상을 거쳐 지난 4월 협정 문안에 합의했으며 지난달에는 가서명까지 마쳤다.

 

향후 협정이 정식 서명·발효되면 한국이 EU 국적 항공사로부터 승객예약자료를 입수할 수 있는 법적 기반을 마련해 여행자를 통한 마약·총기 등 위해물품 반입 증가에 한층 효과적으로 대응할 수 있을 것으로 기대된다.

 

관세청과 EU 집행위원회는 지난 4일 비대면으로 진행한 협정 가서명식에서 이번 협정이 양측의 국경 안보에 기여하는 중요한 성과라는 데 공감하고, 내년 상반기 협정 발효를 목표로 정식 서명 등 후속 절차를 차질 없이 추진하기로 했다.

 

아울러 양측은 이번 협정을 계기로 마약·테러 등 초국가 범죄 예방을 위한 협력도 강화해 나갈 계획이다.
