김 총리는 이날 오후 정부서울청사에서 '제9회 전국동시지방선거 대비 공명선거 관계장관회의'를 주재한 후 공명선거를 위한 정부 의지를 담은 대국민 담화문을 이 같이 발표했다.
김 총리는 담화문에서 "선택이 온전히 결과에 반영되도록 하는 것이 정부의 가장 중요한 책무"라고 하면서 "온전히 신뢰할 수 있는 공정하고 투명한 선거를 만들겠다"고 강조했다.

행정안전부는 지방공무원들의 선거 중립 및 엄정한 기강 확립을 위해 지난 3월 23일부터 시·도 합동 감찰반을 구성한 바, 선거일 전날까지 집중 감찰을 추진할 계획이다.
