구 부총리는 13일 정부서울청사에서 제266차 대외경제장관회의를 주재하고 이 같이 밝혔다.
이날 회의에서는 무역법 301조 조사 대응 경과 및 향후 대응 계획, 한국형 개발금융 추진 방안, 글로벌 통상질서 전환기 신통상협정 추진 전략, 중동전쟁 주요국 대응 사례 및 시사점 등 주요 대외경제 현안을 폭넓게 논의했다.
먼저, 최근 미국 정부가 과잉생산 및 강제노동 문제를 중심으로 무역법 301조 조사 개시를 발표한 것과 관련해 대응 방안을 논의했다.
정부는 민관합동 '301조 대응 TF'를 통해 업계 및 관계부처 의견을 수렴하고 우리 입장을 반영한 대응 논리를 마련해 왔다.
과잉생산 관련 우리 제조업 설비 가동률이 적정 수준이며, 우리 자본재 수출이 미국 제조업 부흥에 기여하는 점 등을 적극 설명하기로 했다.

아울러 우리 경제의 글로벌사우스 신시장 진출 등을 지원하기 위한 한국형 개발금융 추진 방안을 논의했다.
그간 우리나라는 대외경제협력기금(EDCF) 등을 통해 협력국의 경제개발을 지원하고 우리 기업의 해외진출을 뒷받침했으나, ODA 재원만으로는 개도국 협력 수요에 충분히 대응하기 어려운 상황이다.
이에 따라 다른 선진국과 같이 시장 차입·투자 펀드 등 민간재원을 동원하여 대출, 보증·보험, 지분투자 등 다양한 수단으로 개도국 개발을 지원하는 새로운 개발금융 방식을 도입하고 이를 글로벌사우스와 전략적 협력 수단으로 활용해 나갈 계획이다.
정부는 올해 범부처 TF를 출범하여 개발금융 세부 추진체계를 수립하고, 해외 주요 개발금융기관과 협력을 통해 우리나라 개발금융 수행 역량도 단계적으로 강화해 나갈 계획이다.
글로벌 통상질서 전환기 통상협정 추진계획도 공유했다.
최근 다자무역 규범 약화와 주요국 간 경쟁 심화로 통상환경이 구조적으로 변화하는 가운데, 정부는 FTA 네트워크를 지속 확장하고 전략적으로 고도화해 나갈 필요가 있다고 평가했다.
이에 따라 신남방·중남미·아프리카 등 유망 지역과 협력을 확대하고, 디지털·공급망 등 신통상 분야를 중심으로 모듈형 통상협정·투자연계형 협정 등 유연한 협상 전략을 추진할 계획이다.
마지막으로 중동전쟁 관련 주요국 대응 사례를 점검했다.
주요국들은 중동전쟁 장기화에 따른 불확실성에 대응하여 비상대응체계 구축, 에너지 가격 안정화,수급 안정화, 국제 협력 등을 추진하고 있는 것으로 나타났다.
특히 중동 의존도가 높은 아시아 국가 중심으로 연료가격 상한제 등 적극적 에너지 가격·수급 안정화 정책을 시행하고 있는 것으로 나타났다.
우리나라도 비상대응 체계를 구축하고 에너지 가격 및 수급 안정화 정책, 국제 협력을 신속히 추진 중이며, 앞으로도 주요국 동향을 면밀히 점검하며 필요한 대응조치를 보완해 나가기로 했다.
구 부총리는 "대외 여건의 불확실성이 확대되는 상황에서도 우리 경제는 견조한 수출 흐름을 유지하고 있다"고 평가하면서 "범정부가 원팀으로 대응하여 대외 리스크를 안정적으로 관리하는 한편, 새로운 성장 기회를 적극 창출해 나가겠다"고 밝혔다.
