[사건의내막 / 문홍철 기자] = 원전 수출체계 효율화를 위해 정부가 주도적으로 원전 수출 상대국과 교섭·협의하고, 한국전력과 한국수력원자력이 나누어 담당하던 수출 국가들을 양사가 협력해 통합 관리한다.
산업통상부는 14일 김정관 장관 주재로 한국무역보험공사에서 제1차 원전수출전략협의회를 열어 원전 수출체계 효율화 방안을 발표했다.
산업부는 국가 간 협력 위주인 원전 사업의 특수성을 감안해 정부가 주도적으로 원전수출 상대국과 교섭·협의한다는 방침을 내세우고 효율화 방안을 크게 즉시 조치 방안과 연내 추진 방안으로 나눠 제시했다.
산업부는 우선, 즉시 조치 방안에 따라 원전수출전략협의회 산하에 민관합동 원전수출기획위원회를 신설해 원전수출 기획·조정, 경제성·리스크 등에 대한 외부 검토 및 자문을 강화하기로 했다.
원전 수출이 국가 안보·경제에 미치는 영향과 대규모 재원 조달 등이 요구되는 점을 고려해 정부가 더욱 적극적으로 리더십을 발휘해 외부 전문가 등과 함께 검토와 자문을 진행해 사업 완성도를 높일 계획이다.
더불어, 기존에 한국전력과 한국수력원자력이 나누어 담당하던 수출 국가들을 양사가 협력해 통합·관리한다.
해외 원전사업 개발과 주계약은 양사가 공동으로 수행(대외협상은 한전 주도)하고, 건설·운영은 한수원, 지분투자는 한전이 각각 주도한다.
성공적인 원전 수주를 위해 산업부를 중심으로 한전의 사업개발·투자·금융 강점과 한수원의 건설관리·시운전·운영지원 강점 등 양사의 역량을 결집할 계획이다.
다만, 기존 계약 사항, 발주국과의 관계 및 전문성을 고려해 체코·필리핀으로의 대형원전 수출과 혁신형 소형모듈원전(i-SMR) 사업은 한수원이 기존대로 사업개발-주계약-건설·운영을 총괄한다.
산업부는 또 올해 안에 한전-한수원의 수출 협력체계의 실제 운영 성과를 평가하고 공론화 과정을 거쳐 (가칭)원전수출진흥법의 입법을 추진한다.
제정 법률에는 시장개척 및 정보시스템 구축, 금융지원, 정부 출연, 전문인력 양성, 제품·기술개발 및 인증 등 다양한 수출 지원 방안을 담는다.
또한, 원전 수출 공공기관이 해외 원전사업 추진하는 과정에서 대규모 차입·투자, 수출 계약의 체결, 원전 지식재산권의 이관·변동 등 중요 의사결정에 대해 정부와 사전 협의를 거치도록 하는 등 감독권을 신설할 계획이다.

이는 모-자회사 간 원전사업 수행 과정에서 발생한 정산 분쟁의 소송비용을 줄이고, 최대한 원만한 협의를 통해 해결하도록 지난 2월 산업부가 권고한 방안을 양사가 수용한 데에 따른 후속조치다.
김정관 장관은 "현재 당면한 미국·체코·베트남 등 원전 수출 현안에 한층 효과적으로 대응하기 위해 K-원전 원팀 수출체계를 정비하고 궁극적으로는 입법을 통해 정부 지원을 더욱 강화하겠다"고 밝혔다.
이어 "인공지능(AI) 발전, 에너지 안보 환경 변화로 찾아온 글로벌 원전 르네상스 기회를 선점하기 위해 산업부 주도하에 기존 한국 원전산업의 경쟁력에, 국내 기관들의 역량 결집, 경제성·리스크 관리 체계를 보강해 나가겠다"고 강조했다.
