이번 개정안은 수도권 중심의 '1극 체제'를 극복하고, 지역이 스스로 성장 동력을 만들어가는 다극 성장체계로 전환하기 위한 이재명 정부의 '5극 3특' 전략을 제도적으로 뒷받침하는 데 초점을 맞췄다.
개정안은 중앙행정기관의 주요 정책과 재정 사업이 전국 균형성장에 미치는 영향을 사전에 분석하는 '균형성장영향평가'의 법적 근거를 마련했다.
이에 따라 정부 정책과 예산사업 수립 단계에서 지역 간 격차와 성장 효과를 사전에 분석하고, 평가 결과를 바탕으로 지방 우대 정책 등을 추진할 수 있게 된다.
이를 통해 범정부 차원의 체계적인 균형성장 정책 추진이 가능해질 것으로 기대하고 있다.

초광역협력사업의 실행체계도 강화했다.
지방시대위원회의 심의·의결을 거쳐 국가와 지방정부, 민간이 공동으로 체결하는 '초광역특별협약'을 도입하고, 사업 전 과정을 협의·조정하는 '초광역추진협의체' 설치 근거도 마련했다.
