1.4 Trillion Won Investment for AI Transformation in Shipbuilding... 'Shipbuilding M.AX Alliance' Launched
Three major flagship projects to be implemented in Mokpo-Yeongam, Geoje-Busan, and Gunsan
MOU signed for 400 billion won in private investment for AI shipyard "Lighthouse Factories"
Roadmap for autonomous ships—the "1st Basic Plan for Autonomous Ships"—also unveiled
[Sageonui Naemak / Reporter Moon Hong-cherl] = The government has decided to reorganize the existing "Autonomous Ship M.AX Alliance" into the broader "Shipbuilding M.AX Alliance"—expanding its scope to include AI transformation (M.AX) in shipbuilding processes—and to launch "three major flagship projects" worth 1.4 trillion won over five years, centered on industrial complexes where major shipyards, SMEs, and equipment manufacturers are clustered.
On the 12th, the Ministry of Trade, Industry and Energy and the Ministry of Oceans and Fisheries held the "Shipbuilding M.AX Alliance Strategy Meeting" at Hotel Hyundai by Lahan Mokpo and announced plans to proceed with these projects aimed at the AI transformation of the shipbuilding industry.
◆ Mokpo-Yeongam M.AX: Construction of AI Shipyard "Lighthouse Factories" + Innovation in Medium/Large Block Assembly Processes
Through a total public-private investment of 596 billion won in the Mokpo-Yeongam area, "Lighthouse Factories" (leading smart factories) utilizing M.AX technology for medium and large block assembly processes will be established, and the technology will be disseminated to nine nearby partner companies.
Anchor company HD Hyundai Samho will lead the development of AX technology for block production processes and build a demonstration plant to validate the technology.
HD Korea Shipbuilding & Offshore Engineering (HD KSOE) will develop autonomous logistics and operation systems to establish an intelligent yard system—covering areas such as block transport and production optimization—and support integration between processes. Local partner companies will adopt proven AX (AI Transformation) technologies from anchor companies.
The government is providing a total of 160 billion KRW in R&D support to help anchor companies develop these AX technologies.
Subsequently, when anchor companies transfer AX technologies to their partners, the government plans to provide an additional 36 billion KRW to support the installation of equipment necessary for applying these technologies on the shop floor.
◆ Geoje & Busan M.AX: Support Focused on Equipment/Component Suppliers + Outfitting Process Innovation
Through a combined public-private investment of 500 billion KRW in the Geoje and Busan regions, AI-based design and collaboration platforms for outfitting component production will be introduced, and M.AX initiatives for equipment and component suppliers will be supported.
Anchor companies based in Geoje—Samsung Heavy Industries and Hanwha Ocean—will transition their blueprint design systems to AX and implement platforms to share design and production data with equipment and component suppliers.
Furthermore, they will provide consulting support to help suppliers—who may lack AX experience—establish design-production data sharing platforms and utilize automation robots.
As the Busan region is home to approximately 60% of the nation's equipment and component suppliers, participating companies will adopt design-production data sharing platforms and invest heavily in automating the equipment used for outfitting production.
The government will provide 100 billion KRW in infrastructure support to facilitate the deployment of design-production collaboration platforms between anchor companies and suppliers, as well as the installation of AX-enabled equipment at supplier sites.
◆ Gunsan M.AX: Rebuilding the Early-Stage Ecosystem + Sub-assembly Process Innovation
Through a combined public-private investment of 310 billion KRW in Gunsan, AX technologies for sub-assembly processes will be developed and disseminated to small and medium-sized enterprises (SMEs) in the surrounding area.
Large-scale data transmission infrastructure will also be installed to collect data on sub-assembly processes directly from the production site. Anchor company J-Ocean Heavy Industries will expand its factory at the Gunsan Shipyard to install AX (AI Transformation) demonstration equipment for sub-assembly production and provide a site for the installation of 5G private network infrastructure.
AX technologies validated through these demonstrations will be disseminated to local SMEs, while data collected from sub-assembly processes will be transmitted via the 5G private network infrastructure to national data repositories, such as data libraries, for storage.
Local SMEs will adopt the validated AX technologies and share the data collected from their equipment.
The government will invest a total of 110 billion won to support the anchor company's AX technology development, the establishment of 5G private network infrastructure within the shipyard, and the adoption of AX technologies by local SMEs.
◆ MOU Signed for 'AI Shipbuilding Lighthouse Factory' Investment
Meanwhile, during the event, HD Hyundai Samho, the Jeonnam-Gwangju Integrated Special City, Dae-A Industrial, Yeongam-gun, the Jeonnam Shipbuilding & Marine Equipment Cooperative, and the Daebul Business Owners' Council signed an MOU regarding the Mokpo-Yeongam M.AX Flagship Project. The agreement aims to successfully implement the "AI Shipyard Lighthouse Factory" project and expand M.AX adoption among local small and medium-sized shipbuilding and equipment manufacturing companies.
HD Hyundai Samho and Dae-A Industrial agreed to invest a total of 400 billion won to build an AI-driven autonomous shipyard "Lighthouse Factory" on a site within the Daebul Free Trade Zone in Yeongam-gun and to share the resulting achievements with local shipbuilding companies.
The Jeonnam Shipbuilding & Marine Equipment Cooperative and the Daebul Business Owners' Council, together with their member companies, will actively pursue technology adoption and new investments—such as AX production facilities—to drive M.AX implementation among local small and medium-sized shipbuilding and equipment firms. The Jeonnam-Gwangju Integrated Special City and Yeongam County have agreed to provide support—such as attracting government projects and easing regulations—to facilitate successful investment implementation by companies like HD Hyundai Samho, the establishment of "Lighthouse Factories," and the expansion of M.AX achievements.
Additionally, the "1st Basic Plan for Promoting the Development and Commercialization of Autonomous Ships" (2026–2035), jointly formulated by the Ministry of Oceans and Fisheries and the Ministry of Trade, Industry and Energy in accordance with the Autonomous Ship Act, was unveiled.
To provide comprehensive support for autonomous ships, the two ministries established a basic plan targeting the launch of operations for fully autonomous ships (IMO Level 4) by 2035 and securing the top global position in orders for such vessels.
Minister of Trade, Industry and Energy Kim Jeong-gwan emphasized, "For the entire 'K-Shipbuilding' sector—including small and medium-sized shipbuilders and equipment manufacturers—to grow together through M.AX, we must pool our capabilities around the 'Shipbuilding M.AX Alliance'." He added, "We will rapidly advance the three major Shipbuilding M.AX flagship projects to create success stories for SMEs in the industry and spread these achievements across the entire shipbuilding ecosystem."
Minister of Oceans and Fisheries Hwang Jong-woo stated, "Autonomous ships serve as a new growth engine that will shift the paradigm of the shipping and shipbuilding industries; we will lead the global autonomous ship market by faithfully implementing this first basic plan." He further noted, "We will actively participate in the Shipbuilding M.AX Alliance and further strengthen inter-ministerial cooperation to ensure that M.AX spreads throughout the shipbuilding and shipping sectors."
