[사건의내막 / 문홍철 기자] = 정부가 '제1차 한-중앙아시아 정상회의'를 계기로 카자흐스탄, 키르기스스탄, 타지키스탄, 투르크메니스탄, 우즈베키스탄 등 중앙아시아와 인공지능(AI)·과학기술 협력 기반을 구축했다.
과학기술정보통신부는 지난 16일 중앙아시아 5개국과 '한-중앙아시아 미래 AI·과학기술 파트너십 이니셔티브'를 공동으로 채택했다며 이같이 밝혔다.
한국은 글로벌 AI 경쟁에서 주도권을 확보하기 위해 반도체, 피지컬 AI, AI 데이터센터 분야에 집중 투자하는 '3대 메가 프로젝트'와 혁신의 씨앗이자 한국 경제·안보의 핵심 자산인 첨단기술을 미래성장동력으로 육성하기 위한 '7대 SEED 프로젝트'를 추진하는 등 AI와 과학기술에 대한 담대한 투자로 미래를 준비하고 있다.
중앙아시아 또한 제조업·서비스업 등 산업 다각화와 인프라 현대화를 적극 추진하는 가운데, AI와 과학기술에 대한 국가적 차원의 관심이 높아지고 있다.
특히 중앙아시아는 희토류 등의 핵심광물을 보유한 자원부국으로 높은 성장잠재력, 강한 산업 고도화 의지, 유라시아 중심에 위치한 지리적 이점이 있어 한국과 중앙아시아의 수요와 강점을 결합하는 AI·과학기술 협력의 시너지가 기대된다.
이에 과기정통부는 지난 14일 '한-중앙아시아 미래 AI·과학기술 파트너십 장관회의'를 개최해 중앙아시아 5개국의 AI 및 과학기술 소관 부처와 '한-중앙아시아 미래 AI·과학기술 파트너십 이니셔티브(이하 'AI·과학기술 이니셔티브')'를 공동으로 채택하고 AI 및 과학기술 분야의 상호 호혜적인 협력을 확대하기로 뜻을 모았다.
한국과 중앙아시아는 AI·과학기술 이니셔티브를 통해 AI와 과학기술이 양 지역의 지속 가능한 발전과 번영을 이끌 핵심 동력임을 함께 인식하고, AI가 모든 개인의 기본권을 적극적으로 실현하는 '글로벌 AI 기본사회'의 잠재력이 있다는 점에 연대했다.
이러한 공감대와 공통된 협력 의지를 바탕으로 과기정통부와 중앙아시아는 AI 분야와 과학기술 분야의 미래 협력 파트너십을 강화할 계획이다.
과기정통부와 중앙아시아는 AI 분야에서 국민 생활 전반과 관련된 공공서비스의 AI 혁신을 위한 협력 과제를 발굴하고 산업 및 공공 부문의 AI 전환 촉진을 위한 역량 강화, 사회 전반의 AI 격차 해소와 AI 활용 환경 조성 등에서 협력할 예정이다.
아울러 과학기술 분야에서는 상호 시너지를 창출할 수 있는 미래기후기술, 우주, 에너지 전환과 안정적인 자원 공급망 구축 분야를 중심으로 인력교류를 통한 미래 혁신인재 양성, 국가별 수요와 여건을 고려한 공동연구 등을 추진할 계획이다.
동시에 AI 및 과학기술 분야의 우수한 협력성과가 후속연구, 실증, 기술사업화 등으로 이어져 경제·산업적 가치를 창출할 수 있도록 정책·제도와 우수사례를 공유하며 협력 파트너십이 산업계·학계 등의 다양한 영역으로 확대될 수 있도록 함께 노력할 계획이다.
이번 AI·과학기술 이니셔티브는 한국과 중앙아시아 간에 최초로 채택한 AI 및 과학기술 분야의 다자 협력 문서로서, 앞으로 산업계·학계 등의 다양한 혁신 주체들이 중앙아시아 지역에 진출해 상대국과 실질적인 협력사업을 모색해 나갈 토대를 구축했다는 점에서 의미가 크다.
배경훈 부총리 겸 과기정통부 장관은 "이번 제1차 한-중앙아시아 정상회의를 계기로 AI·과학기술 이니셔티브를 채택해 우리나라와 중앙아시아의 강점을 연결하는 '미래의 실크로드'를 구축했다"고 설명했다.
그러면서 "앞으로 양 지역 간 협력이 AI·과학기술 혁신과 핵심 공급망 구축 등 양 지역의 호혜적인 공동 성장으로 이어지도록 최선을 다하겠다"고 덧붙였다.
