국토교통부는 18일 관계부처 합동으로 지난 3월 발표한 '전세사기 방지 대책' 이행 현황과 향후 계획을 점검하는 회의를 개최했다.
그간 예비 임차인이 임대주택의 선순위 권리정보를 얻기 위해서는 계약 전 임대인 동의를 얻어 여러 관공서를 방문해야 하는 등 절차가 불편했다.
모든 정보를 확보해도 복잡한 선순위 권리관계를 분석하고 위험도를 진단하는 데 어려움이 있었다.

이에 정부는 등기·확정일자·전입신고 등 각종 행정망의 정보를 연계해 선순위 권리 정보를 분석, 제공하는 통합정보시스템 구축 과제를 필두로 대항력 발생시기 조정(익일 0시→즉시) 과 공인중개사 설명의무 강화 등 과제를 추진하고 있다.
관계기관은 대책 발표 직후 데이터 연계·개발부터 정보 제공근거 마련 등 기술적, 제도적 과제를 통합 추진하기 위해 9개 기관·15개 부서로 TF를 구성·운영하고 있다.
부동산등기부, 확정일자부, 전입세대정보, 건축물대장, 임대차거래정보, 국세·지방세 체납정보, 신용정보 등 각종 행정망을 통해 연계할 정보 총 57종을 확정하고 망 연계 등 본격 작업에 착수한다.
서비스는 9월 주택도시보증공사(HUG)의 안심전세앱을 통해 제공할 계획이다.
불법 건축물 여부와 '시세-보증금·선순위 보증금' 비교 등 주택 위험도와 체납·신용정보로 분석한 임대인 위험도를 이해하기 쉽게 '안전·주의·위험' 형태로 표시할 예정이다.

안심전세앱 서비스를 시작으로 국민이 자주 이용하는 민간 부동산 플랫폼에서도 활용할 수 있도록 연계 방안을 검토하고 있으며, 국토부는 이를 위한 협약도 추진해 나갈 계획이다.
