한-EU 정상, ‘그린·보건·디지털’ 3대 파트너십 강화 합의

[사건의내막 / 문홍철 기자] = 윤석열 대통령은 22일 오후 우르술라 폰데어라이엔 유럽연합(EU) 집행위원장 및 샤를 미셸 EU 정상회의(이사회) 상임의장과 정상회담 후 A4용지 12장 분량의 공동성명을 채택했다.

 

그린·보건·디지털 등 3대 분야에서 파트너십을 강화하고 한·EU 외교장관 전략대화를 신설해 포괄적 안보협력을 강화하며 북 도발에 대한 국제사회의 단합된 대응을 위한 긴밀한 협력 등의 내용이 담겼다.

 

윤 대통령은 정상회담 후 공동언론발표를 통해 “한국과 유럽연합은 지난 60년간 정치, 경제, 글로벌 어젠다 등 모든 분야에서 협력을 발전시켜 왔다”면서 “오늘 한국과 유럽연합의 관계를 새롭게 확장해 나갈 협력 방안에 대해 논의했다“고 말했다.

 

한-EU 정상은 그린, 보건, 디지털 분야 3대 파트너십을 강화해 나가기로 했다.

대통령은 “‘한-EU 그린 파트너십 체결’을 통해 포괄적 기후 환경 분야 협력을 확대하기로 했으며, ‘한-EU 보건 비상 대비 대응에 대한 행정약정 체결’을 통해 글로벌 보건위기 대응을 위한 공조 체제를 확립했다”고 설명했다.

 

아울러 작년 11월 체결된 ‘한-EU 디지털 파트너십’의 이행을 위한 후속 조치를 마련하고 이를 실행해 나가기로 했다.

 

한-EU 정상은 또 양자 간 안보 협력을 강화하기로 했다. 이를 위해 우리 외교장관과 EU 외교안보정책 고위대표 간 전략대화를 신설해 다양한 분야에서 포괄적 안보 협력을 강화해 나갈 예정이다.

 

양측 정상은 주요 지역적 국제적 현안에 대한 공조도 지속해 나아가기로 했다. 특히, 북한의 핵, 미사일 개발이 한반도를 넘어 글로벌 안보에 심각한 위협이 된다는 점에 인식을 함께하고, 북한 도발에 대한 국제사회의 단합된 대응을 위해 긴밀히 협력하기로 했다.

 

이와 관련, 윤 대통령은 “상임위원장님과 집행위원장님께서는 한국의 ‘담대한 구상’이 추구하는 목표와 비전을 지지하셨으며, 저와 함께 북한의 완전한 비핵화를 위한 노력을 지속해 나아가기로 했다”고 설명했다.

 

양측 정상은 또 인도-태평양 전략이 서로를 주요 협력 파트너로 명시하고 있으며 비전과 중점 추진 분야에서 접점을 지니고 있는 만큼, 인태지역의 자유, 평화, 번영을 위한 파트너십을 강화해 나가기로 했다.

 

 경제 안보 증진과 회복력 있는 공급망 구축을 위한 공조도 강화해 나아가기로 했다.

 

윤 대통령은 “EU는 한국의 제3위 교역상대국이자 제1위 한국 투자 파트너”라면서 “우리는 양자 간 상호호혜적인 경제협력이 반도체, 공급망, 디지털, 우주 등 미래산업 분야로 확대되고 있는 것을 환영했다”고 말했다.

 

EU가 추진 중인 탄소국경조정제도(CBAM), 핵심원자재법(CRMA) 등 일련의 입법 이슈에 대해서는 양자 간 경제협력에 제약을 가져오지 않도록 긴밀한 소통을 지속하기로 했다.

 

마지막으로, 한국과 EU는 과학 기술의 교류 기반을 확대하고 디지털 무역에 관해 상호 협력을 강화해 나가기로 했다.
