[사건의내막 / 문홍철 기자] = 한미 기술동맹 강화를 위해 한미 과학기술 대표들이 한자리에 모인다.

 

과학기술정보통신부는 19일 서울 웨스틴조선 호텔에서 한-미 양국 간 과학기술협력 대표 협의체(장관급)인 제11차 한-미 과학기술공동위원회를 개최한다고 밝혔다.

 

지난달 방미 성과의 종합적인 후속조치를 논의하기 위해 마련된 이번 과기공동위에는 이종호 과기정통부 장관과 아라티 프라바카 미 백악관 과학기술정책실장이 수석대표로 참여한다.

 

이와 함께 한국 측에서는 외교부, 산업부, 해수부, 기상청 등 관계부처와 한국표준과학연구원, 한국해양과학기술원, 극지연구소, 한국산업기술진흥원, 한국핵융합에너지연구원, 나노종합기술원, 한국연구재단 등 유관기관의 고위급 인사들이 참여한다.

미국 측에서는 백악관 과학기술정책실(OSTP), 국무부(DOS), 해양대기청(NOAA), 국립과학재단(NSF), 에너지부(DOE), 국립표준기술연구소(NIST), 주한미국대사관 등 고위급 인사들이 참석한다.

 

과기공동위는 ‘한국-미국 과학기술협력 협정’에 의거해 개최되는 정부 간 정례 회의다. 지난 1993년 12월 제1차 과기공동위를 시작으로 양국 간 과학기술 협력을 활성화하기 위한 방안들을 논의해왔다.

 

이번 과기공동위는 코로나19 대유행에 따라 2016년 3월 제9차 회의 개최 이후 처음으로 개최하는 대면회의다.

 

양국은 과학기술협력 우선 순위와 향후 협력 방향에 대한 논의를 시작으로 차세대 반도체, 핵융합·핵물리학, 인공지능, 바이오 분야의 양국 정책을 공유하고 협력 계획을 구상한다.

 

인력교류·연구윤리·표준 등 국제협력의 기본적 요소들에 대한 연대 강화 방안과 기후 변화 대응·극지 해양 등 과학기술을 이용한 전세계적인 이슈 해결 방안에 대해서도 논의한다.

 

또한 우주, 양자과학기술 등 한미 정상회담에서의 과학기술 분야 성과 전반의 후속 협력 계획 논의를 위해 과기정통부, 미 국무부 고위급 인사 간 별도회의도 개최하는 등 깊이 있는 논의를 주고받을 예정이다.

 

한편 지난 17일에는 지난달 체결한 ‘한-미 양자과학기술협 협력 공동성명서’의 후속 조치 논의를 위해 한국과학기술연구원(KIST)에서 ‘한-미 퀀텀 라운드 테이블’이 진행됐다.

 

과기공동위 연계 행사로 개최된 이 회의에는 양국 정부, 산학연 전문가 등 20여 명이 참석해 양국 간 전문 인력 양성을 위한 연구 협력 방안 등을 논의했다.

 

이종호 과기정통부 장관은 “이번 과기공동위는 한미 정상회담 때 양국 정상이 합의한 과학기술 분야 후속 논의를 위해 미국의 과학기술 분야 정부부처 인사가 대규모로 방한해 정부 관계자 간 정책을 공유하고 서로의 폭넓은 견해를 주고받는 것 자체에도 큰 의의가 있다”고 강조했다.

 

이어 “이번 과기공동위를 계기로 양국 간 첨단과학기술 전 분야에 대한 공동연구 개발과 인력교류 등 다양한 협력을 새로 추진할 것”이라며 “이를 통해 한미 기술동맹의 외연이 더욱 확대할 것으로 기대한다”고 덧붙였다.
