국가보훈처는 4·19혁명 제63주년을 맞아 부산고등학교를 비롯한 김주열 열사의 모친 권찬주 여사 등 4·19혁명을 주도하고 대한민국 민주주의 발전에 기여한 숨은 주역 등 31명에게 건국포장을 수여한다고 17일 밝혔다.
보훈처는 개인이 4·19혁명 관련 자료를 찾아 제출하는 데 한계가 있는 점을 감안, 전국 주요 학교를 중심으로 현지 조사와 자료수집을 실시한 바 있다.
이때 4·19혁명을 주도한 부산고와 대전상고, 청구대(현 영남대), 춘천농대(현 강원대) 학생들의 활동 내용을 새롭게 발굴했다.
보훈처는 이를 통해 모두 31명의 포상자 중 정부 주도로 20명의 포상자를 발굴했다.
학교별로 살펴보면 부산고 11명, 대전상고 6명, 대구 청구대 4명, 춘천농대 2명 등이다. 전체 포상자 가운데 생존자는 17명, 여성은 3명이다.
11명이 포상을 수여 받게 되는 부산고는 1960년 3월 17일부터 10여 차례에 걸쳐 시위 규모와 방법, 호소문과 결의문 등을 구체적으로 계획했다. 부산지역의 여러 고등학교와 연락체계를 갖춰 3월 24일 동부산경찰서부터 경남여고, 범일동 삼일극장을 거쳐 영주동 파출소까지 경찰과 충돌하며 시위행진을 주도했다.
대전상고(6명)는 1960년 3월 9일, 독재정권의 부정·부패와 불법적 인권유린에 항거하기 위해 대전지역 연대 시위 참가를 계획하다 경찰의 저지로 연행·구속됐다. 3월 10일엔 구속 학생 석방을 외치며 시위를 벌이기도 했다.

최형우 전 의원은 동국대 재학 중 부정선거 규탄시위를 계획하고 동국대의 경무대 진출 시위 당시 학생시위대의 선봉에서 시위를 주도한 공적으로 포상을 수여받는다.
이번 4·19혁명 제63주년을 맞아 이뤄지는 31명에 대한 포상을 포함해 지금까지 정부 포상을 받은 4·19혁명유공자는 모두 1164명(희생자 186명, 부상자 363명, 공로자 615명)으로 늘었다.
