[사건의내막 / 문홍철 기자] = 한국전쟁에서 전사한 미군과 카투사 전사자 4만 3808명의 이름을 새긴 ‘미 한국전 전사자 추모의 벽’이 미국 워싱턴 디시 한국전 참전용사 기념공원에 모습을 드러냈다.
국가보훈처는 ‘미 한국전 전사자 추모의 벽’이 16개월간의 공사를 마치고 27일 오전 10시(현지시간) 워싱턴 디시 한국전 참전용사 기념공원 내 현장에서 준공식을 개최한다고 밝혔다.
준공식이 개최되는 27일은 1953년 한국전쟁 정전협정일이자 우리 정부에서 제정한 유엔군 참전의 날이다. 또한 워싱턴 디시 한국전 참전용사 기념공원이 1995년 준공된 날이기도 하다.
이날 행사에는 박민식 보훈처장, 이종섭 국방부 장관, 오스틴 미 국방부 장관, 존 틸럴리 한국전참전용사추모재단 이사장, 미 한국전 참전용사, 조태용 주미대사, 한인협회장, 교포 등 3000여 명이 참석할 예정이다.
준공식은 헌화, 환영사, 박 처장의 윤석열 대통령 축사 대독, 미국 대표 축사, 추모의 벽 앞 묵념 순으로 진행된다.
추모의 벽은 조형물 중앙의 ‘기억의 못’ 둘레 130m에 경사가 있는 1m 높이의 화강암 소재로 설치됐다. 벽면에는 미군 전사자 3만 6634명, 카투사 전사자 7174명 등 4만 3808명의 이름이 각인됐다. 전사자 이름은 1개당 4~8톤, 두께 72cm의 곡선 형태의 화강암 판 100개에 군별·계급·알파벳 순으로 새겨졌다.
특히 추모의 벽에 미국 참전용사와 함께 카투사 7174명의 이름이 함께 새겨짐으로써 미국 내 참전 기념시설 중 미국이 아닌 국적의 전사자 이름이 올라가는 최초의 사례가 됐다.
추모의 벽 건립은 지난 2016년 10월 7일 미 상원의 ‘추모의 벽 건립법’ 통과 뒤 예산 확보 등이 이뤄지지 않아 사업 추진에 어려움이 있었지만 한미 양국의 노력과 각계의 지원으로 결실을 맺었다.
건립에 필요한 예산은 274억 원(2420만 달러)으로, 보훈처에서 266억 원(2360만 달러)을 지원했다. 나머지 예산은 건립사업주체인 한국전참전용사추모재단(KWVMF)을 비롯해 재향군인회, 한국기업, 국민의 성금으로 충당됐다.
보훈처는 “추모의 벽은 한국전에서 전사한 미국 참전용사들의 숭고한 희생을 한국과 미국 국민이 함께 기억하고 기림으로써 양국 국민을 잇는 가교로서의 역할과 세계인들이 자유민주주의와 평화의 소중함을 새기는 유산으로 자리매김 할 것으로 기대된다”고 설명했다.
이번에 준공된 추모의 벽은 앞으로 미 국립공원관리청(NPS)에서 기본 관리를, 건립 주체인 한국전참전용사추모재단에서 조경과 조명, 보수 등 종합관리를 담당한다. 또 노후 등으로 개보수가 필요할 경우 보훈처에서 예산을 지원할 예정이다.
박 처장은 “미 한국전 전사자 추모의 벽은 전쟁으로 맺은 양국의 인연과 우정의 징표이자 양국 정부와 국민들이 더 큰 결속을 다지는 한미동맹의 상징”이라며 “우리 정부는 추모의 벽 외에도 다양한 국제보훈사업을 통해 미국을 비롯한 참전국과의 우의의 협력을 굳건히 할 수 있도록 모든 노력을 다할 것”이라고 말했다.
