[사건의내막 / 문홍철 기자] = 추경호 경제부총리 겸 기획재정부 장관은 24일 “변동금리를 고정금리로 바꿔주는 안심전환대출을 안정적으로 공급하기 위해 내년에도 정부와 한국은행은 총 4000억원 이상을 추가 출자해 가계부채 구조개선 작업을 속도감있게 추진하겠다”고 말했다.

 

추경호 부총리는 이날 서울 은행회관에서 비상 거시경제금융회의(거금회의)를 열고 금리 상승이 취약부문에 미치는 영향과 대응 방안 등을 논의하면서 이렇게 말했다.

 

정부는 이미 지난 5월 2차 추가경정예산안을 통해 주택금융공사에 1090억원을 지원한 데 이어 한국은행도 올해 1200억원을 출자할 예정이다.

 

그는 “내년까지 예정된 안심전환대출이 차질없이 공급되면 은행권의 가계대출 변동금리 비중은 78% 수준에서 73% 아래로 최대 5.0%포인트(p)가량 하락할 것으로 기대된다”고 밝혔다.

 

이어 “안심전환대출 재원 조달을 위한 주금공의 주택저당채권(MBS) 발행 시에도 채권시장 변동성이 높아지지 않도록 정부와 한은은 다각적인 조치를 마련하고 있다”고도 강조했다.

 

최근의 경제 상황에 대해서는 전세계가 인플레이션과 경기 둔화 우려라는 불확실성을 겪고 있고, 한국도 예외가 아니라고 진단했다.

 

추경호 부총리는 “지난주 유럽중앙은행(ECB)이 11년 만에 금리 인상을 단행했고 금주 미국 연방준비제도(Fed·연준)의 추가적인 금리 인상이 예상되는 등 글로벌 통화 긴축 속도가 한층 가팔라지고 있다”고 말했다.

 

이어 “이러한 상황에서 무엇보다 중요한 것은 해외발 위기 요인이 국내로 전이·확산하지 않도록 대내외 리스크 관리에 만전을 기하는 것”이라고 말했다.

이날 회의에는 추 부총리와 김주현 금융위원장, 이창용 한국은행 총재, 이복현 금융감독원장, 최상목 대통령실 경제수석이 참석했다.
