[사건의내막 / 문홍철 기자] = 문재인 대통령은 오늘(17일) 제57회 국무회의에서 "오늘 정부는 수도권의 사회적 거리두기 단계를 1.5단계로 상향 조정해 11월 19일부터 시행하기로 했다"고 밝혔다.

 

이같은 배경 대해 문 대통령은 "신규 확진자 증가 추세가 계속되고, 일상에서의 조용한 전파가 확산됨에 따라 전문가의 의견을 반영하여 내린 조치"라고 설명했다.

 

아울러 문 대통령은 "거리두기 단계 조정에 따라 각종 시설들의 이용 인원이 제한되고, 띄어 앉기가 시행되는 등 불가피하게 일상과 경제활동에 제약이 있을 것"이라고 말했다.

 

또한, "국민들께서 다소 불편하시더라도 더 큰 확산과 피해를 막기 위한 불가피한 조치임을 이해해 주시고, 적극 협조해 주시기 바란다"고 당부했다.

 

이와 함께 "정부는 특별방역 기간을 지정하여 방역 조치를 강화하는 등 16일 앞으로 다가온 수능을 안전하게 치러내기 위해 총력을 기울이겠다"고 강조했다.

 

이어 문재인 대통령은 지난주 전태일 열사 50주기를 언급하며 "우리 사회는 노동 존중 사회를 향해 전진해왔지만 아직도 산업재해로 인한 사망사고가 끊이지 않고 있어 안타깝다"고 말했다.

 

그러면서 우리 정부가 산재 사망사고를 절반으로 줄이기 위해 다방면으로 노력해왔지만, 기대만큼 속도가 나지 않는 이유는 "전체 산재 사망자 중 절반을 차지하는 건설현장의 사망사고가 좀처럼 줄어들지 않기 때문"이라고 설명했다. 건설현장 사망사고 중 60%가 추락사인데, 안전수칙을 지키지 않는 것이 그 원인이라고 덧붙였다.

 

이에 대해 문 대통령은 "전형적인 후진국형 사고로 대단히 부끄럽지만 우리 산업안전의 현주소"라며 "대규모 건설현장에 비해 안전관리가 소홀하고 안전설비 투자가 미흡하기 때문"이라고 말했다.

 

이를 위해 우리 정부 들어 산업안전감독관을 300명 가까이 증원해 관리감독을 강화하고, 현장 순찰 방식을 도입하는 등 여러 노력을 기울였지만 감독해야 할 건설현장에 비해 감독 인력이 여전히 많이 부족하고, 대부분 일회성 감독에 그쳐 큰 성과를 내지 못하고 있다고 지적했다.

 

다만, 문재인 대통령은 "문제가 있는 곳에 답이 있다"며 "이번 기회에 정부는 건설현장 사망사고를 획기적으로 줄이겠다는 강력한 의지를 가져 주기 바란다"고 주문했다.

 

아울러, 필요하다면 산업안전감독 인원을 더 늘리는 등 예산과 인력을 아끼지 말아야 한다고 강조했다. 또, "몇 해만 집중적인 노력을 하면 안전을 중시하는 문화를 정착시킬 수 있을 것"이라고 전망했다.
