[사건의내막/ 문홍철 기자] = 정부는 4일 김민석 국무총리 주재로 '정부 드론·대드론 통합 TF' 최종 보고회의를 열고 대한민국 드론·대(對)드론 산업의 패러다임을 바꿀 '국가 드론·대드론 대전환 추진전략'(K-드론 Dominance)을 확정·발표했다.
이번 전략은 지난 3월 출범한 통합 TF의 정밀 진단과 부처 간 조율을 거쳐 마련된 최종 정책과제로, 향후 5년 범정부 역량을 총집결해약 2조 원 규모 공공수요를 창출하고 글로벌 경쟁력을 갖추기 위해 강력하게 추진될 예정이다.
현재 국내 드론 제조기업은 600여 개에 달하지만 대부분 연 매출 1억 7000만 원 이하로 영세하며, 핵심부품 기술력이 부족해 중국산 부품을 조립하는 단순 제조업 수준에 머물러 있다.
여기에 주요 수요처인 공공기관의 수요마저 기관별 소량·파편화돼있어 기업들이 안정적 투자나 대량 생산체계를 구축하기가 불가능한 구조다.
이에 정부는 2030년까지 드론·대드론 분야 공공수요를 산업계가 예측 가능하도록 전체 물량을 시범물량·최초물량·후속물량 3단계에 걸쳐 정밀하게 분할 확대하고, 수요 종합부터 계약·품질보증까지 통합획득 체계를 즉시 가동할 예정이다.
정부는 이 같이드론·대드론 대전환을 위한 10대 핵심 추진과제를 마련했다.
우선 총리실 예하 범부처 업무를 총괄 감독하는 '국가 드론·대드론 전략추진단' 조직을 신설하고, 기존의 드론산업협의체를 격상해강력한 범정부 거버넌스를 정립한다.
이어 범정부 드론·대드론 수요 발굴 및 다부처 수요를 신속하게 통합 획득하는 기반을 다진다.
드론·대드론 표준인증 통합 TF를 구성운영해 K-MOSA 기반의 표준화를 통해 Green-UAS 및 Blue-UAS 개념의 공공 수요용 인증체계를 구축한다.
이와 함께 국가 차원의 대드론 장비 성능 기준 및 인증체계를 조기 마련함으로써, K-대드론 산업 촉진과 국가적 드론위협 대응력 고도화의 발판을 마련한다.
R&D 통합 기획관리체계를 구축해부처별 분산된 R&D를 실증 지원·공급망 안정화·미래기술 확보의 3대 축으로 명확히 임무를 분담하고, 전략추진단에서 과제 진행현황 점검 및 성과 평가를 통해 추적 관리한다.
아울러 공공수요와 연계한 드론·대드론 통합 대응체계를 구축하기 위해 대드론 통합 지휘기구 설치 및 방호체계 구축 근거를 마련하고, 민관군 드론 관제체계 연동 및 드론 방호구역내 통합 방호체계를 정립한다.
기존 지역별 지원의 한계, 민군 분절 등을 극복하기 위해 복수의 지자체를 집중 지원할 수 있는 K-드론 민군 통합 클러스터를 신규 지정한다.
국민성장펀드 투자 등 드론·대드론 기업의 자체 투자 여건 마련을 위해 금융 및 세제지원을 강화한다.
미래 드론·대드론 전문가 육성을 위해서는 '기초-공통-특성화교육' 단계의 교육제도 및 체계적 자격제도 신설을 검토하고, 실증 시험장을 확충하며 디지털 트윈 '가상 실증 인프라' 구축 및 온라인 플랫폼을 확대해 나간다.
드론·대드론산업 육성을 위한 전파법, 비행금지구역, 보안 규정 등 불필요한 규제를 개선하고 대·중소기업 상생협력을 확대한다.
마지막으로공공수요 기반 상호경쟁 방식의 경진대회 및 권역별 대드론 민관군 훈련을 정례화해국민 관심 증대와 실전적 방호체계를 확립할 계획이다.
정부는 확정된 과제에 맞춰 '국가 드론·대드론 전략추진단'을 즉시 신설해부처별 세부 실행계획을 수립하고, 관련 법률 개정 및 특별법 제정을 신속히 완료할 예정이다.
